Why download quality depends on the upload, not the tool
Every downloader gets blamed for 360p. The truth: a video’s ceiling is set the moment it is uploaded, and no tool — ours included — can fetch a version that does not exist.

When a creator uploads a 720p file, YouTube stores and serves versions at or below 720p. Downloaders — all of them, not just YT Download — fetch from that same served set. A tool advertising "4K downloads" of a 720p upload is advertising fiction.
Why the quality list changes
Fresh uploads are processed progressively, so an HD version may appear hours after the SD one. Region and client can also change which streams are exposed. That is why the offered list is fetched live every time you paste a link on YT Download, never cached.
The practical habit
Download the highest quality offered, keep it as your master, and make smaller copies from it when you need them. Quality only ever flows downhill — start at the top.
